What is STARTALK:
¡@ In response to the National Security Language Initiative launched by the Bush administration in 2006, the Director of National Intelligence and the Department of Defense began funding STARTALK  for seven years, starting in 2007. Part of the purpose of STARTALK is to teach critical and uncommonly taught languages, namely Arabic and Chinese, to students at an early age. The program is also targeted to train over a thousand Arabic and Chinese speakers to teach these languages in high schools.
